The Assistant Vice President (AVP) of Contracts requires the regular application of strong business acumen and subject matter expertise to understand program performance requirements, provide guidance, and influence contractual outcomes, resulting in support of program and financial objectives. The AVP of Contracts is required to work closely with Operations leadership and Business Development (BD) and the Program Management Office (PMO) in support of program gate reviews, program management reviews, business strategy sessions, proposal reviews, risk management activities, contract execution, and all other contractual related matters affecting the company portfolio.
Requirements
- The AVP of contracts will be responsible for the administration of all contract activities to ensure that assigned proposals and contracts, including prime and subcontracts, are in compliance with all requirements.
- Providing the customer with the following contract support
- Receiving contracts, contract changes, and notification
- Issuing Government contract status, including contract or pricing information, schedule, and performance data
- Managing purchase orders and contract modifications tasks and activities
- Developing and negotiating Non-Disclosure Agreements and Teaming Agreements
- ConductOrganizational Conflict of Interest (OCI) screenings and providerecommendations on OCI status
- Identify risk and providerisk assessment and recommending risk mitigation approaches.
- Negotiate and supportfact finds and auditing contract execution and proposal activities, including scope, magnitude, and price
- Build out and managing actual, incurred, and projected pricing values and worksheets
- Review proposals to identify terms and conditions including required representatives and certifications (Reps & Certs)
- Monitoring all program changes to ensure contract compliance and / or contract renegotiations are addressed.
- Prepareand / or providead hoc reports for executive management use.
- Monitorand manageinvoice payments and timely payment of invoices.
- Reviewnew contracts and contract changes orders for conformity to proposal requirements;
- Resolve discrepancies; executeacknowledgement and associated documentation.
- Enternew contracts and contract change orders; executeassociated documentation.
- Apply knowledge of the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS)
Education/Experience
- Bachelor's degree in business or related field and 5-7 years related experience
- 5+ years of experience with US Government and commercial agreements;
- A demonstrated understanding and strong working knowledge of US Government Acquisition Regulations and commercial legal principles;
- The aptitude to work on diverse contractual issues simultaneously;
- The ability to frame, draft, and negotiate agreements;
- Excellent presentation and verbal and written communication skills;
- Strong work ethic with a commitment to ensure that all deadlines are met on time and with a high degree of quality;
- The skill to be persuasive while maintaining a positive customer and/or teammate relationship;
- Ability to work collaboratively with both internal and external customers
